Science-based target must form the foundation of emissions trading scheme

ACF has urged the Garnaut Review and the Federal Government to ensure a scientifically sound 2020 target is the basis of Australia’s emissions trading scheme.
“Professor Garnaut’s proposal for a scheme that covers as much of the economy as possible and auctions – not gives away – all its permits is sound, so long as the scheme is properly implemented and founded on a strong science-based 2020 target to reduce emissions,” said ACF executive director Don Henry.
“Australia’s emissions trading scheme will need to be robust, simple and transparent and not give the electricity generators a golden handshake.
“It is crucial the big, dirty polluters are part of the scheme and carry their share, otherwise the burden will unfairly fall on the poor, the most vulnerable and rural Australians.
“Auctioning 100 per cent of the scheme’s permits rewards companies that move early to cut emissions, it would generate billions of dollars to smooth the transition to a clean economy and would make it easier for the scheme to get up and running quickly.
“But it will only be effective if the trajectories for abatement are founded on a science-based 2020 target.
“A strong, science-based 2020 target from the very beginning of our emissions trading scheme will allow Australia to be a global leader on tackling climate change – something Professor Garnaut has highlighted is in Australia’s national interest.”
